Encourage Congressional Support of the Wastewater Infrastructure Pollution Prevention and Environmental Safety Act (WIPPES Act)
The WIPPES Act is an important step in making sure non-flushables are accurately labeled so consumers appropriately dispose of them, which will help keep our water clean and our wastewater infrastructure operational and efficient. The WIPPES Act would direct the Federal Trade Commission in consultation with the Environmental Protection Agency, the Food and Drug Administration, and the Consumer Product Safety Commission, to issue regulations on “Do Not Flush” labeling requirements for the covered products defined in the bill, which includes baby wipes, household wipes, disinfecting wipes or personal care wipes.

Encourage Greater Flexibility for Water Infrastructure Projects
H.R. 250 will ensure service providers for all wastewater customers access taxpayer-funded, low-interest infrastructure loans, not just customers in areas served by government-owned systems. This change will broaden access and encourage greater funding of Clean Water State Revolving Funds. This also expands eligibility for allocated program funds above additional funding levels.

Current federal law only provides for 5-year National Pollutant Discharge Elimination System (NPDES) permit terms, which do not reflect construction schedules for public wastewater treatment and water recycling projects. H.R. 1181 would extend the maximum term for NPDES permits issued under the federal Clean Water Act from 5 to 10 years, to better reflect the project construction schedules for public agencies.
