Get to Know the APWA-MN Board

Members recognized its newly elected APWA-MN Board during the 2017 Fall Conference. Learn a little more about the new members, their involvement in the chapter, and other professional and personal details.

Russ Matthys - Secretary/Treasurer

Employed by: City of Eagan; 20 years
Past employment: Maplewood, Farmington, So Cal Engr Consultants, Los Angeles County Public Works Department
Years active in APWA-MN: 23 years
Activities in APWA-MN (past and current): Executive Committee Director – DPW/City Engineer (2014-15); Public Awareness Committee Chair (2010-13, 2016-17) and committee member (2008-09, 2014-15, 2018); MN2050, STEM representative (2014-present); STEM Outreach Coordinator (2014-present); numerous presentations to elementary; middle school and high school students representing the Chapter.
Other professional accomplishments/awards/recognitions: 2011 Engineer of the Year (City Engineers Association of Minnesota); 2011 Extra Mile Award recipient (National Society of Professional Engineers, MN); Municipal Screening Board-East Metro Representative (2008-10); State Aid Needs Study Subcommittee (2011-13, Chair in 2013); Minnesota Local Road Research Board  numerous technical advisory panels; numerous MnDOT and Met Council Task Forces/Steering Teams; Spirit of Eagan (2001).

Hobbies/Extra-curricular activities: Success Beyond the Classroom (SBC)/Minnesota Future City Competition (FCC)  Mentor, Presenter/coordinator, Judge; American Heritage Girls - Adult Leader; Eastview Athletic Association  Coach (basketball, soccer); Youth Ministry  Adult Leader; numerous STEM/Career presentations; Bible study; hunting (grouse and pheasant); jogging; mountain biking.
Is there something about you that we would find surprising? (e.g., are you a pilot, do you volunteer as a clown, are you a master gardener?): Celebrated turning 50 by dual sport motorcycling across the southern half of Colorado. About 300 miles on paved road, 700 miles off road. Even crossed over Engineer Pass (12,800 ft.) while snowing in August.
 

Nick Egger - Director/Director of Public Works/City Engineer

Years active in APWA-MN Chapter: 12 

Activities in APWA-MN (past and current): Membership and Events Committee member (2011-present); Institution of Student Chapter at the University of Minnesota in 2011 and Student Chapter Advisor through 2016; Summer Golf Classic Planning Committee; and presenter at the Underground Utilities Inspector School. 
Other professional accomplishments/awards/recognition, etc.: Engineer for the City Engineers' Association of Minnesota Project of the Year Award (2009); Engineer for the APWA-MN Project of the Year Honorable Mention Award (2010); MN Chapter nominee  APWA Young Leader Award (2013).

Family: Going on 14 years married to my wife, Alison; children  Leighton and Ryleigh; and our two 11-year old cats (Cinder & Biscuit)
Hobbies/Extra-curricular activities: You might say I drank the Hockey Cult Kool-Aid! I help coach both of my kids' (Leighton – Squirt, and Ryleigh – Mite) hockey teams, led the organizing of an outdoor squirt hockey tournament for our small association, and built a rink in our backyard for the first time this year. I've also helped in various other coaching capacities for their baseball and tee-ball teams. Other professional volunteer efforts include being a regular to help check tests for the annual MathCounts spring regional competition, and regularly participating in APWA charitable activities such as Feed My Starving Children meal packing events. I like to play hockey and golf, take bike rides, travel, and hope to resume my mothballed softball career someday soon! 
Is there something about you that we would find surprising?  I seem to have a knack for remembering useless information and then utilizing it regularly for comedic effect, such as movie lines, advertising campaigns, slogans, and commercials. Don't ask me to do this on command – opportunities usually present themselves. 
 

Monica Heil - Director/Consultant

Employed by: WSB & Associates, Inc.; 1.5 years
Past employment: City of Lakeville
Years active in APWA-MN: 6 years
Activities in APWA-MN (past and current): Current Chair of the Education & Training Committee and the Chapter's Underground Utility Construction Inspector School Subcommittee, and served as a member of the Steering Committee for the Public Works Leadership Academy and Executive Fellowship Program; served on the 2016 PWX Technical Tour Planning Committee.
Family: Married for 13 years
Hobbies/Extra-curricular activities: I enjoy traveling across the country with my family. We take one or two road trips a year to see different parts of the US. In my free time, I mentor a First Lego League robotics team, coach softball and volunteer at our church.
 

Emily Lueth - Director/Young Professionals

Activities in APWA-MN (past and current): Co-chair of the Young Professionals Committee since 2014; attended the APWA Leadership Academy (2017-18); volunteered at the 2016 PWX in Minneapolis.
Other professional accomplishments/awards/recognition, etc.: Through my involvement with APWA, I became a part of the young professionals' subcommittee in 2014. Through that subcommittee, I’ve helped to organize monthly events to provide opportunities for other young professionals to learn about public works and build relationships with colleagues in the field. Over the last two years, other committee members and myself been able to grow the young professionals' group to over 100 members. We’ve organized public works and project tours, sports outings, and networking events. I’ve personally organized several of our larger events including our whirlyball get-together in Maple Grove and our first annual mini-golf outing last August. Over the past year, we’ve focused on spanning the gap between students and young professionals to help provide support and community as young adults get started in their career. 

I have over eight years of experience in transportation and municipal design. I've had the opportunity to work on a wide array of projects that varied from small trail projects to downtown improvement projects to multi-lane highway reconstructions. One of the highlights of my career has been working on the Lowry Bridge project in Minneapolis. It was a once in a lifetime opportunity to work on an iconic project that is a major artery in Minneapolis. 
Hobbies/Extra-curricular activities: I enjoy gardening, reading, playing broomball and traveling.
 

John Olson - Director/Outstate

Activities in APWA-MN (past and current): Participated in the Chapter's conferences.

Hobbies
/Extra-curricular activities: I especially enjoy deer hunting; involved in church leadership; served as a Scout leader; enjoy supporting the robotics team in town.
Is there something about you that we would find surprising?  I'm one of those crazy people who attended two military basic trainings (one for the Army and another for the Marine Corps).  
 

Chris Sagsveen - Director/State/County/Regional Agency

Activities in APWA-MN (past and current): Member of the Awards Committee and Conference Planning Committee; regular attendee at Fall Conferences.
Other professional accomplishments/awards/recognition, etc.: Licensed Professional Engineer since 1997. Recipient of various Hennepin County awards over the years including Employee Recognition Award in 2003, Innovation and Improvement Award in 2013, and Champions of Change Award in 2014. Have also completed various Hennepin County leadership training programs including the Management Institute in 2010 and the Leadership Academy in 2014
